Hiring Other Teams Coaches

I thought this was possible now? I mean it gives the offer contract option but I mean just to test it I started offering R division position coaches the managers job for the Braves and about a 2 million dollar raise and not a single one has been interested in the job.

Also where is the development tab for coaches now?

I've had this issue promoting coaches as well. My AA manager wasn't interested in the ML managers job.
