Live Start versus Historic Transactions

Correct me if I am wrong, but the Standard Game will not perform "Historic Transactions" function if you start a 2021 replay. The only way to get Historic Transactions for 2021 is to do a Live Start?

I had hoped to do a 2021 replay including all Minor Leagues and real transactions, but I do not believe that is possible. I have tried twice and Real Life Trades do not occur. First time I went all the way to 7/31. That was a waste of effort. Second time only to 4/27 at which time in Real Life there had been a handful of trades, and none occurred. My question is why not allow this? You do have ML Approval.
Also, why not have the Wood Bat College Summer Leagues. Is that a License thing?
