So in OOTP 22 and in previous versions, signing International Amateur FA's always went like this:
I find a player I want to sign. I immediately offer them $5M (which is the cap in this case) because I know for guys rated at a certain potential, it always ends up being that number, and then about two days later, they would sign with me. But after a recent update, the AI Seems to be a bit different? I'll do the same thing as mentioned above, and it will immediately say "Favors Offer." Then about two days will pass and they won't sign, but rather their status will change to "Wants More Money" which is impossible because I've already offered them the cap. So inevitably I end up not being able to sign the guy and they sign with someone else. Did something change? Not that I'm advocating for it to be super easy to sign the top rated international guy every year, but it's now almost impossible for me to sign someone with a high potential, even when I offer the max. |

We've fixed some pieces up. So all players will essentially have an "internal" list of order of teams they would sign with, so if a "higher" ranked team gives them a max offer, they would sign there. So if an AI team with a higher rank gives them a max offer as well, they'll sign there. Previously there were some bugs that would make it too easy to sign players to max deals.

It's more or less random. Generally speaking, the higher scouted they are for you, the more they like you. And there's often a line of text on the contract discussion that can give a hint (ie. "I really would like to play for your organization" = they value you higher, although there's still a chance that another team could still be even more).

I've noticed this fix as well, and it's great. Instead of constantly signing the best available IFA for the max $5M, it's nice to see the AI also offering $5M to a prospect, and that prospect choosing the AI team in some cases. It was definitely too easy before the fix.
