Can't sign International Free Agent?

Currently have a bug in one of my challenge mode games where I am unable to sign an international free agent. His demands are $5,000,000, but when I offer him that much, it doesn't allow me to submit that offer. In addition, his negotiation mood keeps going down whenever I ask for his response despite me meeting his demand.

You probably have a hard cap and have already spent some of the cap, so you can't make a full offer.

Unfortunately, that's not the case. I haven't made an offer to anyone else, so I still have all $5 Million available. I also have plenty of budget space available, so that's not the problem either

I'm having the same exact issue. Was hoping to find a workaround until it's fixed.

I ended up going to commish mode and pushed up the Intl FA Cap by $100,000, and the submit button ended up showing back up. Just wanted to let you know that there's a workaround until they hopefully fix whatever the issue is.

It's possible that another team has already offered the max, and the player already likes them more. In that case, you wouldn't win anyways, so there's no reason for them to submit.
