Historical League Not Populating Draft Classes

Hello, I have been trying to run multiple test files with a historical league starting at 1990 and the draft classes are showing 2 or 3 players every year. I have the box checked "automatically import historical rookies" and it still is showing nothing. Here are the screen shots of my settings:

I have the vaguest recollection of this happening to me before. I think this might be it, but I could be wrong. I don't have the time to test my theory right now, sorry.

Did you create the league with full minor leagues? And all the players who played in the year that you started? Minor leaguers included? Players who had yet to have their major league debut, and players who never reached the majors?

If so, did you then click the box in Screen2 that says "import & maintain real minor leagues"? Removing that option from your game.

If so, what I think the game is doing is not importing all the minor league players, and the major leaguers who didn't debut until '92 and after. It might be only importing the players according to their Major League debut. If that's the case, the players who debuted in '91 wouldn't import if you started the league with the full rosters.

Or the 5 players available in your draft are players who hadn't made their ML debut but had missed the '90 season due to injury.

I think this might be what's happening. I don't think I have a fix, but it's been a long day and I have 2 more long days ahead of me. If I think of anything further, I'll respond again. Hopefully what I've said makes some semblance of sense.
