You shouldn't no. An uninstall/reinstall won't touch saved games or custom data by default, unless you specifically tell it to do so in the options when you run the uninstaller.

To fix my issues I had to rename old folder of OOTP, in my steam location to OOTP corrupt. Then all my game data was protected. Installed the game fresh, used restore from backup, got all my games back. Had to reinstall my stadium files back into the folder but once everying was back in place my saved games recalled the stadiums correctly.
It was an absolute pain to have to reinstall but steam would not fix the files. You must make sure you do not try and reinstall without renaming the old OOTP folder because even a reinstall back into the same ootp folder didnt fix this issue. So make sure it is a 100% fresh install. This was the only way I was able to repair this file.

I just started having the exact same player models issue yesterday; up until then OOTP 22 had been working fine ever since the release. Verifying on Steam didn't help. I also uninstalled and reinstalled via Steam, to no effect. I did not try the twins_34 process of changing Steam folders, etc.
I have a custom save location on my data drive because the default puts it on my OneDrive and it catastrophically gums up the cloud sync process because of all the tiny files. And sure enough, the way to fix the issue was to copy the player models from the steam installation folder over to the data folder, as Giants44 describes.
