Do sabermetric player creation modifiers have any effect on the talent of generated draft pools?

From my understanding, I thought sabermetric player creation modifiers ONLY came into play when filling leagues with fictional players, and that everything after that is based on player creation modifiers. But I have 6 different fictional international leagues with separate draft classes, and I've been doing a lot of tweaking with PCMs and SPCMs to get the right balance of talent I'm looking for to come out of each league, but even with PCMs being around 0.9 across the board, all players in the draft class end up having 0.5 potentials, perhaps one or two with 1 star potential. So is it a combination of PCM and Saber PCMs that determines the talent of the draft pool? Should I look to continue just tweaking PCMs for the right balance, or is it a combination of both that creates the talent spread?

I have my PCMs set to 1.125 and have undoubtedly noticed a trend toward stronger draft pools and international FAs. It is my understanding that the sabermetric modifiers can play absolute havoc and are best left alone.

I strongly believe that both come into play ongoing. Very roughly, if you're looking to get .900 level players created, then you can achieve that by setting all your PCM's to .900 and your SPCM's to 1.00 -OR- you can set your PCM's to 1.00 and your SPCM's to .900. However, if you set both your PCM's and SPCM's to .900, you'll get .810 level players (.900 x .900).

Since PCM's are more granular, I tend to leave the SPCM's to 1.00, unless I'm looking to add nuance to league levels.
