Free Agent / Rights to another team

I tried offered a contract to a free agent which another team has his rights.

It looks like it would work but when I met his demands, the "submit offer" button was not highlighted so I couldn't actually submit the offer (even though his message said to submit it.

So can you not sign a free agent if the rights are held by another team?

Only if they're a restricted free agent in the NHL. Otherwise, you can't offer contracts to players owned by another team in the same league.

He's a RFA with rights to the LA Kings NHL but also Michigan Wolverines (NCAA Division 1).

Is it because the Wolverines have his rights, why I can't submit the offer?

and if that is the case, what do I do as it shows up under my manager's home tab as Inactive offer. If I end negotiations, wouldn't that mean that player won't talk to me for the rest of the season (although maybe that doesn't matter if I can't sign him)

It's now in the playoffs of the season.

He no longer has Michigan as owning his rights (just the Kings/NHL), but I still can't submit the offer.

I'm guessing this is a bug then ?

This sounds like a younger player, not one that's already had a contract and has then become a restricted free agent. If that's the case, you can't sign him until the Kings release/lose his rights.

Ok, just a bit odd that it let me go through the whole offer process (everything up to the submit offer button)

Yes, the player is Dylan Duke - just turned 24 (I finished the last season and now in 27-28)

The outstanding offer under my manager's home page did clear when the new season started.
