Sign Team Staff not populated

When i start a standard MLB start and look to sign new staff immediately those lists are not populated using the 'Sign team staff' function until you continue to the start of the season. You can however find and make offers to staff using the search staff function.

Also Team Trainers don't show who they work well with and who they struggle with.

This STILL isn't working in 22.2.39

In a standard game sign team staff free agent personnel list isn't populated.
