How in the World?

So, after 3-5 days since OOTP 22 came out, how does a team in Entry Level league already have a team full of 99's and 100's, 3-4 Mission rewards players? How? Also, if you redeem a completed mission, are you still stuck with all the players being locked on your team forever?
