How do you set bullpen roles w/o being the Manager?

In previous OOTP versions the GM could set player roles even if you weren't playing as both the GM and Manager but the ability to do that in the Manager Options is grayed out. I can use the 7-Day line-up to set my position players and SP but thus far my Manager keeps swapping the bullpen arms every day, switching the Closer, Set-Up men and the LOOGY... right now the only pitcher we agree on consistently is the Long Relief.

I'm not sure if I'm forgetting to do something that would allow me to Set my Line Ups and Pitching Staff or if this is a change in OOTP 22.

GM-only users are always in control of lineups(legacy-mode) in Global settings ?
