I don’t know where it ranks but Oakland is a struggle at the start at least. Negative cash to sign anyone, a whole bunch of average players with just Olson and Chapman who could make an impact, and one rookie pitcher who at 23 is the ace of the staff - Jesus Lazard’s? Something like that - forgotten his name and not near my computer.
On top of that a small market and fickle fans and zero high pot prospects and a set of personnel who are all ranked pretty average in their roles. I’ve been toying with it as a first “learning” save. I’ll probably switch to something with more resources for a longer attempt. |

Pittsburgh is rough. They are strapped for cash, so you wont be able to pay for a star free agent and their minor system doesnt have many major league ready prospects.
It will be a slow rebuild and you'll have to watch how you spend your budget. |

Yes, those are two of the more difficult teams to GM/manage and I'd include Miami and, I suspect, Detroit into that mix too because of financial restrictions.Maybe Kansas City, too.
Tampa Bay is a challenge financially but there is a lot of talent in that organization. Just don't grow too fond of your players because when they are on the verge of becoming expensive you'll have to be ruthless and deal them for young talent or good bargains. Just like in real life. The easier teams I would include - based on financial resources and current talent - would include. LA Dogers NY Yankees NY Mets San Diego Atlanta At a glance in OOTP, I liked the condition of the Minnesota franchise as well but I only had a quick look. |

I'm rebuilding the Colorado Rockies, they have no real prospects, at least any that are close to the majors and just lost Arenado. It's been a blast so far.

Most of the teams mentioned are great choices.
I'd add the Orioles as one of the tougher teams to rebuild, like almost every year. Yes, they have a couple nice prospects that could turn into something. But, you have to deal with Chris Davis and his insane contract, the fact that the big league squad right now is not very good at all, and that they're in the AL East and will have to compete against the Yankees/Sox/Rays/Jays every year, all of which are better teams and/or have much, much more money to spend. |

Giants are pretty fun. Overall not that difficult due to being large/rich team. You'll have over $130 million in free money to play with for 2022, if you decline all options after 2021. But the Dodgers are an absolute powerhouse and the Padres pretty good too, so competing in the division is a fun challenge.

Easiest team to me is the Dodgers. MLB roster is mostly young and great. They still have prospects as well. Plus a big budget to work with.
The hardest team for me tends to be the cheap ones as you can't afford to keep your best players. So the Pirates, A's, and Marlins. |

does playing the Dodgers even count as a rebuild? I mean they are on top of the league by a fairly wide margin

The combination of the title of the thread and the OP - What are the Best Teams from Easiest to hardest in OOTP 22 - are a little confusing.
Myself, I took it that he was looking for both - the most difficult rebuilds and the easiest teams to play. I'm pretty sure nobody is suggesting the Dodgers or others of that ilk are rebuilding. |

Like the flexibility to chart a course - and the $$$ to try it - but I had the exactly same thought - it's going to be a challenge to catch up to the Dodgers and Padres. |
