Any way to change Text to Speech from Microsoft David to another voice

I know how to change the voice via control panel. This is the voice Windows 10 is set for now: You have selected Microsoft Hazel Desktop - English (Great Britain) as the computer's default voice. But this does not play in game. David always plays. I think it is hard coded. Just asking in case someone has a work around. Not a biggie request. Thanks for the help.

I would assume it would use the windows default, weird. Did you restart your system after switching voices?

There's a pronunciation guide file in data/misc/ but nothing in there that references anything WIndows voice related.

In app.cfg there are two references to "voice", voice_rate and voice_volume, but again nothing about what voice Windows should use.

where is the text to voice setting in OOTP and can you record game and play it on another device?
I checked the manual and does not say

Thanks. I ran that and it shows I have a the different voice as the microsoft voice but David still plays in ootp 22. I rebooted and no change.

Just checking if anyone is getting a different voice other than Microsoft David. I have a bunch of other voices working fine in Pilot2Atc (flight sim addon). If you have another voice working, is there a step by step guide you could provide? Thanks.
