Three batter minimum?

Is this rule present in 2021 games? If so, can it be turned off? If so, where?

Can it be turned on if playing historical games that reach 2020? If so, how?

Are there other configurable new rules of which I should be aware?

Go to League Settings, then to the Rules tab. The three-batter rule is one by default, but can be unchecked. It can be turned on or off for historicals.

3 Batter Rule

It's a foolish, needless rule that upends lefty/righty strategy in the bullpen for no reason. I'm really glad to learn I can turn it off. I only wish that MLB would come to its senses and nix these silly new rules, like the one they borrowed from tee ball putting a runner a second in extra innings. It's embarrassing!

I didn't see the option to turn off the 3 batter rule only the option to set how many batters that had to be faced.

If you set it to one, the minimum, in effect, is off. The MLB has always had a rule in place where, if a pitcher enters a game, he must face at least one batter except in the case of injury.

That setting works for any type of league. I don't play historicals. The original setting holds for imported leagues.
