Random player selection tool

In some cases, it would be handy to be able to randomly select a list of a small number or percentage of players at a given level. Input the % or number, push a button, get a list of names. This could be useful for:

-selecting players drafted into military service in a given year

- choosing players that break their contracts and jump to a rival league

- for the ghoulish, selecting players to be struck by the you-know-what and/or voluntary opt-outs that choose to sit out for a year like we saw last season.

-many other things fictional simmers can probably think of many other uses. But these have been situations I've noticed over the years where a random player selector could have been handy.

One option is using a third-party number generator like random.org, going to the "list all players in league" list and generating a random number for the page and then the what row on that page. So for example, generating a 204 and a 12 would be the 12th player on the 204th page of players.
