This issue is more referring to Fictional players and the AI.
When you have a star player that makes the major leagues at a primary position such as SS or CF, they typically will not have played any other positions along the way. So, will not have experience there.
Then, when their fielding ability wanes the AI does not get them that experience and therefore won't play them anywhere else (even though they likely have the skills to move down the spectrum in some way).
The result is a guy who can still hit (so stays in the lineup) absolutely killing their value with horrible defense at a primary position.
It doesn't happen all the time because they need to be a star from the get-go (otherwise they tend to acquire some experience at other positions naturally in a utility sort of way). But it happens enough to really be annoying to fictional players.
