How does OOTP 21 handle custom minor league structures??

I'm thinking about altering my minor league structure to eliminate the Short Season A level, much like how MLB/MiLB will be doing in 2021. What I'm curious about is how does the OOTP21 engine handle a structure with only R/A/A+/AA/AAA? Do 2nd year pros progress properly to A? or is their development hampered because they are playing "out of their league"? Do advanced college draftees start at A, or would they be outclassed? I guess the question is how much of this is built in to the engine (meaning the engine assumes a full minor setup for "proper" progression and I'm best to wait for engine tweaks in OOTP22) or does the engine automatically adjust to whatever configuration you create your world in?

Players develop no matter how you set your minors up. I have played leagues with only 1 level of minors and players still developed.

I currently have a 36 team ML type league with 4 levels, same as MLB is going to, A, A, AA, AAA.

Players progress normally.

Good to hear. In the past, I've seen the AI give the ol green arrow to a player and when he is moved up to the next level, the AI gives him an immediate red arrow down...which made me think the engine was looking for/expecting a level in between. Or maybe it was just the AI being the AI

I'm no expert, but I believe it all has to do with the level of competition. If they are severely outclassed or too advanced for the competition, their development will suffer. Eliminating minor league levels might make it a bit harder to find that "right match" for each of your minor leaguers, but every other team is facing the same circumstances. If you can just place each prospect in a league where he's facing comparable current ability, it should be fine. The arrows are an AI suggestion and I might look at them but I dont let it dictate what I do.
