How Do You Make a Created Player Draft Eligible?
I've created a player, assigned them to a junior team. . .but I don't see where to make them eligible for the next draft and they aren't coming up in any of the draft rankings. . .

It all depends on their age. When I create new players I usually do so at the earliest age possible 13 or 14 years old. If you let them progress naturally, they will be available in their draft year. Plus, I find it interesting to see how some created young players progress through the different leagues. Try and change the age of player to a year earlier and he should be available in the next years draft.

Make sure his league rights are set to "None" for the league you want to draft him.
