Lack of free agents

I just started a new league historical as the Mets in 1976. As per my memory with historical there is never enough free agents to start. I think there were 40 or so. By the first week of spring training I think there were like 12. I don’t like using ghost players so I just went into commish mode and created about 100 scrubs for some bench fodder if any teams need some warm bodies. If my memory serves me correct I might need to that once or twice during a season. I play with real minors so I assume at some point next year and so forth will need to do this. Also I’ve added a bunch of guys to the draft who then go undrafted so some extra dudes join the free agency pool there.

Does it ever get to the point where there are enough free agents without having to go rogue commish and add them? Anyone have any different or better solutions?
