offsetting penalties

I have noticed that when offsetting penalties are called (e.g., a fight between two players, or a player from each team getting a minor penalty at the same time), only one of the two penalized players shows up in the pop-up window that announces the penalties. This should be modified so that both players show up.

It'll get changed, we bolted on the popup penalty announcements from the old game fairly recently. I'll remind Sebastian that we need to show them for both players.
