Unable to Sign RFAs

Playing as the New Jersey Devils at 2020 start, I am unable to sign Bratt or Blackwood who are RFAs. They just remain mad and refuse to negotiate contracts and then eventually sign in other leagues.

I've tried multiple new games, starting on July 1 and also not. Tried playing as the real GM and also as a custom GM.

We've had a few reports of that and are checking into it, I think the broken negotiations setting may be starting active for those guys when it shouldn't be.
