Auto creation of FA clarification

In my COL save I only want new players joining teams via the yearly rookie draft, thereby simulating as closely as possible the recruitment process.

In other saves I have come up against the problem of FAs popping up throughout the season and wanted to avoid this happening, as it would allow teams to add players outside what I have explained above.

However I still want the AI to create new fictional and historical (via the REAL HISTORICAL ROOKIES option, which I have checked) players to populate the Draft each year.

If I check the DISABLE AUTOMATIC CREATION OF FREE AGENTS box in the LEAGUE SETTINGS>RULES tab, will that satisfy all of these conditions? If not, any advice on how to do so?
