scouting accurancy

When I see "scouting accuracy" how does that affect us? does a scouting accuracy that says low does that mean this player could turn out to be a superstar?

When it's low accuracy that means it's less accurate than when it's high accuracy
When it's high accuracy, that means it's more accurate than when it's low accuracy.

My understanding is it is a reflection of how much variability there may be in the assigned rating. A highly rated player with low accuracy could just as likely end up as a bust. A highly rated player with high accuracy has a much greater chance of working out.

Low accuracy means the ratings you see can vary more. 100% accuracy means the ratings you see is what they are.
