International FA Penalties

Hi all. I am part of an Online League and we set the IFA as a hard cap at $6 mil. We are a few seasons in and we never noticed this before, but teams are getting hit with a IFA Penalty. I knew the penalty in the past for me was based on the older soft cap system.

The scenario that came up was that a GM signed a bunch of IFA in the off-season. Now we are into the new July 2 signings and his total IFA spent is $0, but he has the penalty of that amount which prevents him from signing any IFA this season.

Does anyone know what the penalty comes from? Thanks in advance.

Did you get an answer on how to fix this? I am seeing the same problem.
