First year player draft question

I am playing a solo historical game as Arizona Diamondbacks. I went through the expansion draft on 12/17/97, played through the 1998 season with a 60-92 record. So why is Arizona locked to the 32nd position (for all rounds) during the first-year player draft that happen on 12/15/98? Tampa Bay is locked to the 31st draft position. I have the compensation setting on for free agents A/B, but I did not sign any A/B players during the 1998 season.


I expected that Diamondbacks and TB would be positioned by the W/L record, like #5 not #32. Is there some game setting I neglected?

I'm playing historical rookies but I've noticed expansion teams are after older teams in the Rule 5 Draft. Assume both regular and rule 5 ordering are the result of the same error.

In the settings by default initial draft is end of round. You would need to uncheck that setting for them to be at the top of the draft.
