Influencing the GM in Manager Only Mode
I'm playing OOTP 18 in manager only mode, and I've found you still can have a good amount of influence on the GM decisions.
For one thing, you can still set player strategy for minor league players, which means you can force start minor leaguers with potential to maximize their playing time and to get them to learn different positions.
You can also lock players to a minor league, but I find this most useful for preventing the AI from promoting players you don't want to the Majors. It seems to like to promote old veterans rated at 20/80, maybe to avoid young players from accumulating major league service time. So lock all the AAA players you don't want. If there is an injury, you can pretty much get the replacement player you want but leaving just that guy unlocked.
The AI also seems to want to demote good players with option years remaining in order to hang onto big salary players with no options remaining, even if they have declined to really terrible levels of ability. So what you can do to force them to waive the player is set their position to pitcher if they are a position player, or set them to DH if they are pitchers. They'll be DFA'd when you go to the next day. If you want them to have a chance to be picked up on waivers, you can set them back to the normal role. Though if they refuse to be demoted or taken off the 40 man, the AI is likely to put them back on the major league roster after clearing waivers, so keep them on the wrong position setting to force the AI to release them.
