effect of "base potential ratings" in historical league

So, if a historical league has the following settings...

1. Player Development Disabled
2. Recalc = on
3. Recalc base = 1 year
4. Base ratings on real stats
5. Historical transactions = on

... does it matter at all what potential ratings are based upon?

I'm thinking that this will affect the number of stars a player gets for his potential rating, but that will only be informational; it won't really affect anything since 1-yr recalc determines the ratings each year. Am I correct or am I missing something?

(The only thing I can think of is that it might affect certain AI roster decisions that are not encompassed by historical transactions being on... But I'm not sure.)

With this sort of setup, potential ratings are irrelevant. You can turn them off or ignore them as you wish.
