Cannot Submit Mission

I have all the cards for the "Year of the Snag" mission, but when I click "Submit!", I get the error message I need to select at least 23 cards. I've repeatedly checked and all 23 cards are either Locked or have the mark in the Select box. I've restarted the game a few times, but still getting the same message.

Any suggestion?

Edit: Following suggestion from others, I fixed this issue when I deactivated from my roster the players in the mission--not sure why that matters, but it did the trick.

You have to have the players exposed and selected. If the mission is closed up, you'll often get that error.

FWIW, I ran into this issue yesterday and I resolved it by unchecking one player and then checking him again...voila!

I've had the same thing with 3 different missions between yesterday (10/21) and today (10/22). I've been through multiple game restarts as well as tried unchecking every card that I can then rechecking them but it will not submit and gives me the message that I need XXX amount of cards to submit. For 2 of the missions, I was finally able to submit them when I had the mission requirement amount of cards NOT counting locked cards. It seems to be recognizing the locked cards when it is counting to show the status as Complete and bring up the submit button however it does not appear to be accepting them for actual mission turn in.

I'm having the same issue where for some reason my previously locked cards aren't being recognized to complete a mission even though I have all the cards collected.
