Minor league rosters not filled

I spend 99 percent of time dealing with my franchise team, the St. Louis River Walkers, and let the GM handle the minors.
But I just looked at my AAA roster and it only has 20 players on it, and is often using unknowns to pitch. (The ratio is 11 position players/nine pitchers).
Why isn't the GM promoting, signing free agents to make sure there is enough players or is there a setting I have missed.
My low A team also has just 17 players on a 30-player roster (it should be 26).

As I have said numerous times elsewhere on this board, MiLB maintenance is by far the weak spot of this fantastic game. Not just how the AI handles it when delegated to, but also the clunkiness in doing so yourself.

Sadly there's no ready solution at hand. In the end you just have to make a choice: either be more hands-on or cop it sweet when this type of thing happens. Hopefully it is one aspect of the game given some more attention in future patches or versions.

It pays to micro manage minors. Those players are your future, why let someone else manage that?

I think my favourite part of the game is managing the minors.
Watching prospects move up or just totally bust. The long shot that bats .350 at every level but fizzles out at the majors.
I seem to have the developing batters figured out but pitchers I struggle with. I usually have to trade some of my well developed prospects for decent pitching.

On top of that figuring when they are eligible for minor league free agency or the rule 5 draft making sure to trade them or protect them.
If they don’t have any options left do you promote them to the big club and send one of your vets packing.

The lull between August and the playoffs to me seems the most boring part of the game unless you are in a tight battle for the pennant.
