How would you tailor a team to this park?
AVG Overall 1.019
AVG LHB 1.014 AVG RHB 1.021 2B 1.112 3B 1.130 HR Overall .921 HR LHB .921 HR RHB .921 Dimensions 330/360/380/405/380/360/330 These are the dimensions and location of my childhood minor league park, so I want to keep them, but my players seem to underperform. I've been looking for hitters with contact and gap power to take advantage of the increased AVG/2B/3B, but I don't excel in those areas. And my pitchers give up more home runs than they should. I don't favor a batting or pitching side, because the park doesn't. Any advice would be helpful! Thank you!

The average & gap factors are close enough to neutral, they won't make a huge difference IMO. The homer factors are low enough to notice a bit. So you can slightly de-prioritize the power rating for your hitters and the movement rating for your pitchers. But overall this is not an "extreme" enough park to really revolve your whole strategy around it or anything.

So it's neutral enough that matching the players to the park need not be a concern. That answers my question, thanks.

I wouldn't go quite that far to say it's not a concern at all. Like I mentioned, the homer factors are low enough to make a difference in strategy. You should be able to stretch your budget a little further by de-prioritizing power & movement a bit.
