Expand League & Schedule Expansion Draft is not working

It's 2028 and i want to add 2 new teams to my league to make it 32. It's the day after the World Series but when I go to set up the expansion the button is grayed out. I did previously have it set on automatic but i turned it off and tried restarting the game and it still won't work. I've tried a million different things but it doesn't seem to be working. The only other error i've noticed in this save is that i'm not able to vote for the hall of fame even though i have the settings enabled for it. Help would be appreciated if there is a way to fix it or still do an expansion without the wizard.
