Strange Message About International Complex Player

Has anyone seen this message before? It is referring to someone on the international complex and I am not sure what to do. This player is only 17 so they are not too old.

The game must, for some reason, feel that he's not properly on the roster. Are you sure he's actually properly in the international complex?
