1. I dont understand what exactly is the Needs based assignments in Scouting.

2. When does the OSA Mock Draft appear?

Needs-based scouting assignments are those specifically targeting holes in your organisation as set out by you.

The Mock Draft will appear after the pool has been announced, which is as per the way you have set it up.
