Force all teams to be represented at ASG doesn't seem to work

Does anyone else notice that this doesn't seem to work properly? I use this, and every time the ASG rosters are announced, I always have one or two teams in each league that are not represented.

I haven't really noticed but ill look in future. What I notice, and what I find frustrating, is some players not even being listed in voting list. Its usually relievers. I recall having a Japanese reliever from 60s-70s have an HOF career, yet he was an all-star once or twice at most. most years he wasn't even listed.
