No Limit on Budgets When Too Far In Negative Total Money Available
If a team is slightly in the red and they try to adjust budgets like scouting or dev, it will revert the budgets to whatever gets them under the overall budget. However, if a team is extremely in the red (not sure what the number is, but the number this team is at is 70mil over budget), the game will not automatically bring the budget down or set the budget to zero. Essentially, a team way over budget can still max out scouting and development but a team that is barely over budget cannot. I believe the threshold is whenever the game cannot revert a budget change to the mean (i.e. automatically setting scouting budget to 15m if anything over would put them over-budget) and the game won't just zero out that budget, instead leaving it at whatever the GM puts in. If OOTP can get a team to even money by decreasing a budget (i.e. a team is $20m over but has a $25m scouting budget), then if the team tries to edit that budget, OOTP will cap it at whatever even money would be (in this case $5m). However, if zeroing a budget would still keep a team in the red (i.e. a team is $10m over budget but has a $5m scouting budget), that team can then increase that scouting budget as much as they like.
