Expansion Draft / Free Agency

I just started OOTP21. As I did in other versions, I did an expansion draft. Two things that seem different from other versions

(1) Any free agent I try to sign, it just says "sign player" and there's no negotiation, the player is auto signed for a minor league contract. Even if the player would normally demand millions. Am I missing a setting?

(2) Also odd that this version won't let you trade during the expansion draft. Wasn't the case in prior version. Any idea?

Anyone? I'd really like to understand why I'm just signing any and all free agents as minor league free agents.

This is almost certainly a result of bad financial settings. Make sure your league has financials enabled.

#2, was adjusted this version as players you would draft and trade would be unprotected and you could continue to draft and trade so trading was disabled during the draft.
