Regions Not Working?

Hello, I created a new game with 3 major leagues, each from from different regions in Canada (Ontario, Quebec & Maritime). I wanted to generate fictional players born in those regions specific to the league. In past versions of the game I only had to select the region in the league settings and ensure that the player origin was 100% Canadian. Has something changed? Because eventho the region is selected I am still getting players generated from other provinces?

I'm probably missing something.

I'm convinced Regions is broken. Been playing around with it all day. Unless I'm missing something.
