creating a customized league

Hello, I would like to create a customized league that is the same as the 10 team fantasy league in which I am the commissioner.

I am having trouble trading the players back and forth and signing free agents.

I am also unable to be the commissioner for the draft and have each pick.

is it possible to assign players to each team either at the draft or instead of the draft?

sorry if this has already been asked and answered but I checked and didn't see it.

I basically drafted my own team as best as possible. then through commissoner mode made trades back and forth and signed free agents to get the rosters the same or as close as possible.
