A couple of pitching questions

1. At what level of control can you count on "pitch around" generally resulting in a pitcher throwing good strikes? I've noticed that with pitchers with 65-70 control, I can "pitch around" almost every batter and give up few enough walks that this tends to out-perform just "pitch", and with "decent" control (55-60ish), pitching around a batter with an average eye seems to generally work well, but I don't have a real feel for just how much it's increasing walk rates in general, and how much of an advantage it's giving me with regards to the outcome of an at-bat.

2. Does this game have morale penalties if you don't hit batters when you have a reason to (retaliation pitches, etc.), or should I just never drill batters intentionally? So far, I've been drilling batters when they hit me with what looks like an intentional pitch (fastball on one of my stars by a pitcher who isn't having major control problems otherwise), but even just 30 games into the season, that's already cost me a game.

EDIT: OK, here's a third: What are the exact advantages of rehab assignments of pitchers coming off of the DL? Verlander should be good to go in about a week in my game; traditionally, I'd give him a rehab assignment, but my pitching staff has been bitten badly by the injury bug (30 games into the season, and I've got six pitchers on the IL), and a big part of me is looking at my staff that basically consists of Greinke + a whole bunch of AAA guys and thinking "there's no way even a less-than-optimal Verlander can be worse than this, let's just throw him in the deep end, hand him the ball, and wish him luck."
