World Template file cannot be loaded

OOTP says World Template file cannot be reloaded and to reinstall OOTP. I've done this several times and the problem still exists. On top of this my facegen file cannot be loaded either. Anyone have suggestions?

We need much much more information. Did this happen when you tried to install the game or did it happen after a patch? Were you ever able to install the world file? Did you make any changes to the file? Did you buy your game on Steam? Did you move the file? Have you checked to see if it's corrupted?
