Amateur Drafted Players after Round 5 are Released

Anyone else seeing this?

Settings
- Fictional League
- No Feeders
- 25 round Amateur Draft
- "Number of Draft Rounds to Negotiate" set to 5
- "Slot Bonus Baseline" set to $1M

Issue
After the Draft, all 25 rounds worth of players show-up in "Negotiate with Draft Picks" section. Once "Draft Pick Signing Deadline" is reached these players get released instead of getting assigned to Minors.

Bug has been reported and file uploaded. Matt seems to think this is normal game behavior but it never happened in past versions. I'm not talking a few players after round 5, I mean every player drafted through every round on every team.

I think the draft needs to be addressed ASAP. Something in OOTP 21 is broken. Guess I will have to wait for this to be fixed before I continue. Hoping for a HotFix sooner than later...
