Do Draft Compensation Picks Actually Expire?

The highlighted passage from the online manual, and what I would expect, suggests picks assigned in the draft as compensation for unsigned draft picks the previous year should disappear post-draft if the player taken with that compensation pick is not signed in the subsequent draft.

Assuming I am reading that correctly of course.
Does that actually happen in the game?

We have recently completed a draft (online league) where a GM simply hasn't signed any picks for three seasons (and this third totaled three first round picks - plus a supplemental first, not part of this question).

Unless I am misreading, there is no way this should happen?

We are playing CBA 2017 (so everyone retains their first round), but at most any GM should have only TWO first round picks?

Is this broken?
Has it worked previously?
