I think I might have found the optimum strategy for service time and roster limits

I tried this and compared transactions of several random teams to the same point in time from the previous season and definitely see much less churning of promotions/demotionss and didn't see any sign and release transactions that I had before!

I have noticed in 21 that I have stopped seeing pooling and inflated rosters with service time limits. Most rosters stay between 25-30 most of the regular season.

Thanks for pointing that out. In addition to the churning, the "sign and release" with the hard roster limits was definitely an aggravation, and I have not seen that so far with this test system.
