Can I ask my owner for more money?

I've been looking through a bunch of posts to try to find this answer, but here we are.

Can I ask my owner for more money? I've had a budget of like $150m-160m for a couple years, and haven't been able to sign a decent free agent in 2 off-seasons. I'm always within a million +/- the budget, so I was wondering if there was a way to ask for a higher one? Or do I just have to ride it out and hope it increases?
