Second Division Starter

When the scouting report say, "this player can be a second division starter", does that mean that they're a AAA starter or a starter for a bad MLB team?

Thanks. When I used bing and google, every webpage for "ootp second division starter" was for "The Division 2" video game or just linked to the manual which didn't help with the term.

I think it's linked to past searches because I played The Division 2 a lot last year and definitely searched it a lot.

Huh. I learned something too. Interesting.

But if you think about it...does it really make sense? The quality of a player is kind of separate from the quality of the team. Mike Trout is a "second division starter"...
