Create Manager Identities

I'm starting my own online league, and in the manual it says that I need to "Create Manager identities for each of your human managers, and assign them to teams" but I spent a couple hours looking for a way to do that in OOTP 21 and have found nothing. Can anyone help? Thanks

Click on your GM/Commissioner name, select the "Other Human Managers" option and select "Add/Edit Managers".
