Draft Expenditure???!!!

I just finished the 2021 season playing the Cardinals. The team got a new owner on the first day of the off season. He proceeded to set my draft expenditure budget for 2022 at $672,400,000! I have the owner goals turned off. I'm not seeing a way to fix this amount.Obviously it has me seriously in the red and can't afford to make any trades unless I turn on Play in Commissioner Mode. Using version 21.2.39
