Promoting International Roster Players

I have a 17 year old second baseman in my game that I paid $5m for in the International Amateur signings. He is rated the 14th best prospect in the game. At what stage should I promote him from my International complex to my minor leagues? Is their an ideal time, or should I wait until he is 20? Do players abilities progress in the international complex when they don't seem to play games?

Players will develop normally if you leave them at the International Complex. My normal rule is to promote them when they turn 18 to the DSL, but there are some rare occasions where I leave them a little longer if they have something special I noticed when I signed them or they were discovered (i.e. a 99 mph+ velocity or a potential great glove or contact rating).

But the the other rare occasion that you pick up a guy as highly rated as what you are describing, then I would promote him to the DSL at the least if you think his ratings look like he can hold his own and not be completely over matched. IMO getting him playing actual games means he will be closer to making an impact in the majors.

I have seen my fair share of guys I sign to huge bonuses take a big hit when they hit the minors or as they stay at the IC longer, but there are also those gems who make it to the majors at 20 and go on to be studs.

Thanks for your help. He has projected stats of 70 contact, 65 Gap Power, 25 Power, 70 eye & 70 Avoid K's so maybe I should put him in the DSL once that season starts and see how he goes. Thanks again.
