Scouting Question

I have a question related to scouting. When you see the scouting accuracy of a player is that how close to their actual ratings/projections they really are or how close your scout thinks they are. For instance if two teams are scouting the same player and they both have high accuracy on a player, but one team has a better scout than the other, will the better scout still be more accurate in his report than the worse one?

My understanding is that it's a reflection of how confident that scout is in their projection based on how recently they scouted the player, how many times they have scouted the player, and whatever other factors.
