commish cheating?

i think the commish in one of the leagues I'm in, the OTBL, is cheating, but I don't have any proof, really. Does anyone have any suggestions as to how I might catch him in the act?

actually it's an invite only elitist bastard league. we never have any openings and when we do, we look for the worst possible GM to fill the team so that the same two guys can win over and over, because that's fun. i just wish i was one of the two guys.

The best way to figure out if the commish is cheating is to propose an extremely lopsided trade with, say, the team that the commissioner's team is most likely to play in the first round of the playoffs (if it's tie, just go by alphabetical order). If the commish tries to block the trade, then you've caught him red handed.
